`cookies` takes `name=value` pairs separated by `; `, and the page is loaded with them, as if the visitor had them from an earlier visit. Typical uses are a consent cookie that keeps a banner away or a session cookie for a page behind a login. The two cookies here are only examples: a site that does not read them shows its usual page, and the response looks like the default one.
